With only a couple weeks to go, we still don\u2019t know the details.  Why do I think this is a deliberate ploy by the universities to spring a plan at the last minute before the public has a chance to study its impact? (Thanks to Phil in the comments section for the heads up.  Except that if you read it, you&#8217;ll understand why reporters and legislators alike say the details are unclear.
