The FCC has defended the proposed new fines because it says it has seen a dramatic increase in the number of complaints.  In 2001, there were about 400.  In 2004, over a million.<\/p>\n<p>Pretty dramatic, huh?  But guess what?  99% of the complaints came through one organization:  the conservative <a href=\"http:\/\/www.parentstv.org\/\">Parents Television Council<\/a>.  <\/p>\n<p>FCC Chairman <a href=\"http:\/\/www.sfgate.com\/cgi-bin\/article.cgi?file=\/chronicle\/archive\/2004\/12\/13\/DDG79AA71B1.DTL  \">Michael Powell\u2019s response<\/a>: &#8220;Hey, it doesn&#8217;t matter where these complaints about indecency came from.
