Vincent F. Callahan Jr. (R-Fairfax) <a href=\"http:\/\/www.freelancestar.com\/News\/FLS\/2004\/032004\/03092004\/1291183\">said<\/a> that general sales and income tax increases will not be in the compromise budget, drawing a sharp line in the sand.<\/p>\n<p>Callahan, as I\u2019ve pointed out several times the past few weeks, is usually a reasonable guy. One hundred-fifty people were there, as opposed to 700-800 who attended a rally supporting the Governor\u2019s budget earlier this Assembly session.  Here\u2019s what the <a href=\"http:\/\/www.timesdispatch.com\/servlet\/Satellite?pagename=RTD%2FMGArticle%2FRTD_BasicArticle&#038;c=MGArticle&#038;cid=1031774172950&#038;path=%21news%21politics&#038;s=1031773094959 \">Richmond Times-Dispatch wrote<\/a>:  &#8220;Filling out the crowd were aides to GOP legislators as well as lawyers from the office of Attorney General Jerry W. Kilgore, the party&#8217;s likely candidate for governor next year. Kilgore again urged a referendum on higher taxes.&#8221;<\/p>\n<p>Your tax dollars at work \u2013 getting staff to attend a supposedly grassroots rally.<\/p>\n<p>A small group opposing the referendum idea was also at the rally, prompting <a href=\"http:\/\/www.newsadvance.com\/servlet\/Satellite?pagename=LNA%2FMGArticle%2FLNA_BasicArticle&#038;c=MGArticle&#038;cid=1031774171843&#038;path=!frontpage \">a referendum supporter to say<\/a>, &#8220;We were here first. They&#8217;re distracting. They&#8217;re trouble. Get out of here. Get away, go.&#8221; <\/p>\n<p>\u201cWe were here first\u201d?  Some folks need to learn to play nice in the sandbox.<\/p>\n<p><u>Poll Shows Support for Tax Increases<\/u><br \/>\nAARP claims a poll it conducted found 70% of Virginians \u201copposed reducing state spending in general and specifically opposed cuts to education and health care,\u201d  according to a <a href=\"http:\/\/home.hamptonroads.com\/stories\/story.cfm?story=67205&#038;ran=35127\">Virginian Pilot story<\/a>.  \u201cThree-fourths of respondents supported higher taxes on cigarettes and corporations, and more than half supported raising income and sales taxes.\u201d<\/p>\n<p>Local governments also seem to support higher state taxes.  The Prince George County supervisors <a href=\"http:\/\/www.zwire.com\/site\/news.cfm?newsid=11087664&#038;BRD=2271&#038;PAG=461&#038;dept_id=462946&#038;rfi=6\">asked the General Assembly<\/a> to \u201cadjust\u201d taxes to provide more funds for schools and other local needs.  Two Republicans led the way. Other local governments <a href=\"http:\/\/www.dailypress.com\/news\/local\/southofjames\/dp-73092sy0mar09,0,3984088.story?coll=dp-news-local-soj: \">chiming in<\/a>: The Isle of Wight supervisors officially berated local legislators who signed a no-tax pledge.  \u201cThe Isle of Wight School Board and the Isle of Wight, Smithfield and Windsor Chamber of Commerce joined the Virginia Chamber of Commerce, the Hampton Roads and Peninsula chambers and the Virginia Association of Counties in criticizing these lawmakers.\u201d  Frederick County passed a resolution \u201curging the General Assembly to rework its tax plan.\u201d<\/p>\n<p>Meanwhile, even conservative House negotiators have <a href=\"http:\/\/www.dailypress.com\/news\/local\/virginia\/dp-va--xgr-budget-elusiv0308mar08,0,5830661.story?coll=dp-headlines-virginia \">seemingly embraced<\/a> the Governor\u2019s budget amount.  Speaking of the idea of eliminating some sales tax breaks for businesses, Del. Phillip A. Hamilton (R-Newport News), said, &#8220;This is a way to get us closer to what the governor had.&#8221; <\/p>\n<p><u>This true?<\/u><br \/>\nChristina Bellantoni, writing for the <a href=\"http:\/\/www.washtimes.com\/metro\/20040308-100642-3750r.htm\">Washington Times<\/a>, states:  &#8220;[Budget negotiators] must come up with a compromise between the House&#8217;s $58 billion budget that meets the state&#8217;s basic needs with no general tax increase and the Senate&#8217;s $61.5 billion budget that gives more funding to all state services by raising taxes.&#8221;<\/p>\n<p>All state services are going to increase?  <em>All?<\/em>  I wonder if there are not some services that are going to be cut.<\/p>\n<p><u>Cheaters Beware<\/u><br \/>\nThe General Assembly has decided to <a href=\"http:\/\/www.jrnl.com\/cfdocs\/new\/ffx\/mainstory.cfm?snumber=01&#038;paper=ffx&#038;section=fp\">leave Virginia\u2019s anti-sodomy law as is<\/a>, awaiting a certain challenge to its prohibition on private sodomy acts, a clause that could be used to prosecute homosexuals.<\/p>\n<p>But the bill also leaves on the books the \u201canti-fornication\u201d Class 3 misdemeanor that prohibits cohabitation and private \u201clewd and lascivious behavior between unmarried adults.\u201d <\/p>\n<p>Cohabitation and sex between unmarried adults?  Yes, Virginia, there is a Virginia.<\/p>\n<p><u>$2 Million for Advertising; How Much for Schools?<\/u><br \/>\nA <a href=\"http:\/\/www.jrnl.com\/cfdocs\/new\/ffx\/story.cfm?paper=fx&#038;section=fp&#038;snumber=07\">bill sure to be signed<\/a> by the Governor allows Fairfax County to raise its hotel tax 2%, raising almost $7 million.  Two million dollars must go for tourism marketing.  But don\u2019t count on the other $5 million to go for other needs.
