While there is a move to limit the fiscal impact of former Gov. Jim Gilmore\u2019s irresponsible election ploy, success might put the car tax in play in the 2005 elections.  The article even suggests a possible Gilmore candidacy to regain the state\u2019s top post.<\/p>\n<p>With the effective analysis of the political situation, the article can\u2019t help do what seemingly most Post articles about taxes do:  quote James Parmelee.
