Maybe he feels he can have the greatest impact by producing a little October surprise himself.  In the waning hours of the campaign, the Bushies, desperate, achieve another low in the annals of American politics, perhaps by suggesting that Kerry pulled the guy out of the Mekong Delta because the two were having an affair.  He was moved to save his lover.
